Meadowlea on the River is a deed restricted, privately owned and gated Manufactured Home Community on the St. Johns River in DeBary, Florida. The Meadowlea Improvement Association (MIA) is our governing board, which is managed by an elected group of Meadowlea Home Owners.  Following are important highlights of the Meadowlea Community Association By Laws.

MIA OFFICER POSITIONS:
President, Vice President, Secretary, Treasurer and Security.

MIA DIRECTOR POSITIONS:
Grounds, Planning, Marina, Sociables, Recreation and Youth.

MIA HOA DUES:
HOA dues may be paid on a monthly, quarterly, bi-annual or annual basis. The 2023 Regular Assessment is: $59.12/monthly.

REGULAR MEETINGS:

MIA Board of Directors meets at 7:30 pm on the 3rd Monday of each month. Owners are welcome to attend the BOD Meeting and time is allocated at the end for Q&A from owners.

MIA holds a General Meeting on the 1st Monday at 7:30 pm in the clubhouse. If it is a holiday the general membership meeting is held on the 1st Tuesday.

Sociables holds their monthly meeting on the 2nd Monday at 7:30 pm in the clubhouse.

Friends of the Marina (FOTM) meets on the 1st Tuesday at 7:30 pm in the clubhouse.

ELECTIONS:
Elections are held annually on the Monday before the February MIA General Meeting. You must have been an owner from a minimum of 1 year to be eligible run for a Board position, and 6 months to run for a Director position. You must be an owner in good standing to be eligible to vote or hold office.

NO RENTALS:
No property or portion thereof shall be used as a rental property, except for properties currently rented. No Rental documents have been filed and recorded in Volusia County Book 5569, Page 3, on May 4, 2005.

ANIMALS:
Meadowlea does not allow any large, or aggressive in nature pets. A maximum number of pets per home is four (4), which may include up to two (2) dogs. Dogs must be kept a leash at all times when off the owner’s property, cleaned up after and kept quiet at all times, including during the daylight hours. Any animal caught running loose may be turned over to Volusia County Animal Shelter. All animals should be current with their shots and licensed.

ARCHITECTURAL CONTROL:
White or Tan Vinyal Privacy fences or chain link fences are allowed. All exterior additions or alterations must be approved by the architectural committee prior to obtaining permits. For information regarding fences, additions or alterations please see the Planning Director.

POOL:
Pool rules and hours are posted. Pool use is for property owners and family. No lifeguard is on duty. Children under 14 years of age must be accompanied by the property owner or a household member 18 years of age or older. Pool card will be suspended if you are behind on dues, break rules, do damage or give your card to unauthorized persons.

MARINA:
All boats in the Marina must have MIA stickers. Outboards must be tied securely with the bow facing the walkway, so they do not hinder or bump other boats. Only homeowners may have a slip in the Marina and slips must be maintained. Slips are purchased separately and become attached to the property address, which can be included in a real estate sale. Sale of a boat slip to other Meadowlea homeowners must be approved by the Marina Director. Violation of the Marina rules could result in reversion of slip to the association.

COMPOUND:
Spaces in the compound are limited and available on a first come, first served basis and are not transferable from one owner to another. All vehicles stored must be current on their tags and have an MIA sticker. All areas under and around the vehicle must be kept groomed. Meadowlea offers no guarantee that you will receive space for storage. If space is not available, it is your responsibility to find an appropriate storage space. Any questions about storing or space in the compound should be directed to the Grounds Director.

GARBAGE COLLECTION:
Trash should be put out on Monday night for Tuesday pick-up. The time of pick-up varies. We ask all residents to return trash cans and recycle containers to their proper place as soon as possible. Yard waste is pick up is Friday and must be bagged or bundled with limits of  60lbs and no longer than 6 ft. Grass should NOT be blown into the streets because it blocks the drains. Large appliances and furniture cannot be placed on the curb until the day of the pickup which must be pre-arranged by calling Waste Pro at (800) 640-6875 or (386) 788-8890. Doors on refrigerators and freezers must be removed for safety.

Trash containers are located throughout the common area. Keeping Meadowlea a great place to live is the homeowner’s responsibility. 

PARKING & VEHICLES:
All vehicles must have an MIA sticker and be parked on solid surfaces at your residence. All wheels need to be off the street so emergency vehicles can get through. Boats and trailers must be under carports or behind the front of your house. No vehicle can be parked on the grass in front of your house at any time. See Planning Director or Volusia County zoning if in doubt. Vehicles that are partially dismantled or otherwise mechanically incapable of being operated will be turned over to the Volusia County Code of Ordinances.

NEWSLETTER:
The Happenings is Meadowlea’s newsletter distributed by your Block Captains each month. You may submit articles by email to or drop into the Happenings Mail slot located at the mailbox station on the grounds. Articles must have the senders name, address, and signature in order to be included int he newsletter. Contact the Happenings Director for questions or more details.

PICNICS & PARTIES:
The Pavilion may be used by homeowners on a first come, first served bases and must be reserved at the front office. The Clubhouse is available for nominal rental for parties, weddings, and other functions by contacting the Clubhouse Director for available dates, costs, and reservations.

MEADOWLEA OFFICE (386) 668-1804
The office is located at the front of the park, before entering the security gate, and is maintained by volunteers. Office hours are from 10:00 am – 12 noon, Monday through Saturday. Volunteers are always welcome. We also have a donated library where you can drop off or pick up books and videos for your short-term use.

EIGHT (8) STREETS & 253 LOTS IN GATED COMMUNITY:
There are a total of eight (8) streets in the Meadowlea Community with a Block Captain for each street. Owners are entitled to a FREE gate card, one for each person named on the deed, or for a spouse. A remote is available for an additional fee. If you have additional vehicles you may purchase additional cards or remotes. Visitors dial the party they wish to visit from the gate phone and you can let them in by dialing “9”. The gates are held open from time to time for special events. The office must be advised of special events in advance. Owners are asked to make sure their gate info is kept up to date.
